Nepal and China Move to Accelerate Delayed Bilateral Projects

13 May Kathmandu Both Nepal and China are set to fast-track the implementation of several long-pending bilateral infrastructure and development projects as both countries ramp up diplomatic and economic engagement in 2026.
Officials said preparations are in progress to hold the third meeting of the Mechanism for Facilitation on the Implementation of Nepal-China Cooperation Programmes and Projects in Kathmandu in the first week of June.
“The stalled China-funded projects in Nepal will be reviewed in the meeting and major bottlenecks delaying the implementation will also be identified.”
🇳🇵🇨🇳 Nepal-China High-Level Interaction on the Rise
The proposed June 2 meeting will be led by: Nepal’s Ministry of Foreign Affairs says
- Amrit Bahadur Rai, Secretary, Foreign Ministry, Nepal
- Chinese Ambassador to Nepal Zhang Maoming
Both sides are expected to:
- Review progress of ongoing projects
- Address implementation delays
- Improve inter-ministerial coordination
- Speeding up cooperation on infrastructure
China has taken a greater interest of late in overcoming administrative and bureaucratic delays to its projects in Nepal, officials say.
🚆 Major Projects In Discussion
The meeting is likely to review a number of major China-backed projects, including:
- Kathmandu Ring Road Expansion Phase-II
- Nepal-China border rail link
- Tunnel (Tokha-Chhahare)
- Feasibility studies of Kerung–Kathmandu Railway
- Upgrading of Syaphrubesi-Rasuwagadhi highway
- Interconnection lines
Damak Industrial Park Dam
- Infrastructure for Hilsa bridge
Many of these projects have been in the works for years, held up by:
- Disagreement on financing
- Bureaucratic delays
- Instability in the political arena
- Complexity in technology
- Geopolitical sensitivities
🌍 BRI Projects Still Dragging Their Feet
Nepal joined China’s Belt and Road Initiative (BRI) in 2017, but progress on the ground has been limited.
In December 2024, Nepal and China signed a fresh BRI cooperation framework agreement that envisaged fast-tracking 10 selected projects.
Projects purported to be covered by the updated framework include:
- International rail connectivity
- Industrial estates
- Sport infrastructure
- Projects in transmission lines
- Tunneling
But analysts say actual implementation on the ground has continued to lag behind.
⚠️ Challenges Holding Things Up
Experts say Nepal-China projects face multiple challenges:
- Hard geography in Himalayas
- Uncertainty in financing
- Concerns about debt sustainability
- Environmental and technical studies
- Lack of coordination between ministries
- Nepal’s frequent changes of government
Some projects, especially the proposed trans-Himalayan railway, are considered prohibitively expensive and technically challenging because of Nepal’s mountainous terrain.
Nepal is also wary of taking large foreign loans as concern mounts internationally about debt-related infrastructure financing, economists and foreign policy experts say.
🏛️ Strategic importance of Nepal
Nepal considers enhanced connectivity with China important for:
- Diversification of trade
- Growth of tourism
- Modernisation of infrastructure
- Less reliant on transit
Economic integration at the regional level
Meanwhile, China continued to promote:
- Cross border connectivity
- cooperation on energy
- Investment in infrastructure
- Industrial cooperation with Nepal
The two sides have also discussed enhancing cooperation in:
- Wellbeing
Technology.
- Schooling
- Crisis management
- Encouragement of border trade
🌏 Geopolitical balancing is still delicate
Nepal’s growing engagement with China is still attracting geopolitical interest because of Nepal’s strategic location between:
- CHINA.
- India
Analysts say Nepal has made efforts to maintain a balanced foreign policy that doesn’t tilt too much either way toward any major global power.
Kathmandu is expected to continue balancing, say foreign policy analysts:
- Partnership on China infrastructure
- India's economic relations
- Western development agencies
at the same time.

Nepal and China are again trying to gain traction on a number of delayed bilateral projects and infrastructure plans.
Both governments appear serious about better implementation and coordination. But experts say real progress will depend on political stability, clarity on financing, bureaucratic efficiency and Nepal’s ability to manage large-scale infrastructure development effectively.
