Reading time: 3 min10 May Kathmandu Reports say despite initial interest from the government and earlier political discussions, Nepal’s response to a major package of development proposals from Russia is stalled at the Ministry of Foreign Affairs.
The cooperation package comprises 13 development projects in the following sectors:
- Railroads
- Infrastructure of roads
- Medical Centres
- Technical training.
- BECA
- Cooperation on energy and development
The proposals were formally discussed during the visit of former National Assembly Chairman Ganesh Prasad Timilsina to Russia in 2023, the reports said.
But officials say little progress has been made since, despite preliminary talks and positive signals at the time.
🚆 Russia to propose large infrastructure co-operation
Russia has expressed interest in supporting Nepal in some strategic sectors of development, sources said.
The proposals reportedly included:
- Development of railway network
- Support expansion of roads
- Establishment of hospitals and medical collaboration
- Scholarships to study for Nepalese students
- Technical and vocational education training assistance
The proposals are seen as Russia's initiative to expand long-term cooperation with Nepal amid changing global geopolitical realities.
⚠️ Bureaucratic delay and no follow up
The proposals got stuck in Nepal’s bureaucratic system because: officials said.
- Offices »
- No formal follow up
- Coordination problems between ministries
- Diplomatic process is slow
Sources say the Foreign Ministry of Nepal has still not given a clear formal response on the future of the projects despite repeated discussions.
Russian officials have seemingly voiced frustration at the long delay and lack of progress.
🌍 Navigating Foreign Policy Under Pressure
Experts say the delay also reflects Nepal’s increasingly complicated foreign policy environment.
Nepal has recently seen growing diplomatic overtures from:
- India
- CHINA.
- U.S.
- EU
- Russia;
Analysts say Kathmandu is trying to keep a delicate diplomatic balance without aggravating geopolitical tensions between world powers.
Some foreign policy observers believe that fears over the possibility of Western pressure and sanctions-related sensitivities relating to Russia may have helped slow the pace of movement on the proposals.
But there's been no official confirmation of that.
🏛️ The Old Non-Alignment Stance of Nepal
Nepal has historically maintained a non-aligned foreign policy and has had diplomatic relations with a number of global powers at the same time.
For decades Russia and Nepal have maintained relations, in particular in:
- Schooling
- Technical cooperation
Bilateral relations
Over the years, thousands of Nepali students have studied in Russian institutions under scholarship programs.
📊 Questions on Nepal’s development priorities
The stalled proposals have also sparked debate over Nepal’s ability to efficiently manage big international development opportunities.
Critics say that:
- Red tape holds up major projects
- Foreign investment opportunities often get delayed
- Inconsistent policies discourage international partners
Supporters of a cautious approach, however, say that Nepal needs to think through carefully the geopolitical and economic implications of getting involved in large foreign-backed projects.
📌 Summary
The response to Russia’s 13 development projects has been delayed, underscoring the larger challenges Nepal faces in balancing diplomacy, development and geopolitical pressure.
As the great powers continue to expand their footprint in South Asia, Nepal’s ability to make timely and strategic foreign policy decisions could be critical for its economic and infrastructure future.
